The Energy Saving and Energy Efficiency Program is a document that sets out specific rules in the field of energy saving for specialized organizations.
Which institutions and organizations are required to implement energy saving programs:
organizations whose activities are subject to state regulation;
state and municipal bodies;
enterprises engaged in the production or transportation of fuel and energy resources (fuel and energy resources);
organizations where energy efficiency and energy saving programs are financed from the local (federal) budget;
organizations that spend more than 50 million rubles annually on fuel and energy sources.

installation of measuring devices;
organization of various measures aimed at efficient use of energy and resources. For example, staff training, monitoring of heating equipment, monitoring of energy consumption dynamics, etc.
An energy saving program is being developed based on these regulatory documents:

"On the requirements for regional and municipal programs in the field of energy saving. ";
"On additional measures to stimulate energy savings";
"On increasing the efficiency of energy and water use. "
"On the procedure for determining the requirements for programs in the field of energy saving and improving the energy efficiency of regulated organizations"

Information on target indicators that may indicate a reduction in consumption in physical terms and under comparable conditions;
List of energy saving measures (organizational, administrative, technological, aggregate and automation);

Program passport.
Stages of development of this program:
First, experts collect information on resource consumption for the last year of operation of the enterprise. This is facilitated by the readings of the measuring instruments and the accounting documents;
Then (if necessary) energy research is carried out in buildings and structures. The reasons for unjustified consumption of energy sources are being clarified. Energy saving opportunities are being assessed;
Targets and indicators for energy consumption have been set. Energy efficiency measures are being developed and technical and economic indicators of these measures are being calculated. The amount and source of funding is determined;
The passport of the energy efficiency program is being prepared.
Important points in the development and implementation of energy saving programs:
Budget organizations must reduce consumption by at least 3% annually. Budget fund managers monitor compliance with this requirement, and savings of more than 3% remain in the enterprise or institution;
It is forbidden to buy inefficient goods in terms of energy consumption. These include incandescent lamps and so on. At least 5% of purchased lighting fixtures must be LED lamps. At least 10% of the total number of installed insulating glass units must have a low emission coating;
A mandatory event is the installation of measuring devices.
Energy saving and energy efficiency program for organizations engaged in regulated activities (electricity, water, thermal energy, etc. ), if there is an existing investment program - is prepared for a period of 3 years.
